Property’s location

The Bielawy Municipality is the westernmost government unit of the ?owicki District. Thanks to the location in the valley of Morga and Bzura rivers it is characterized by outstanding natural features. Several nature monuments (a boulder and trees) and historic manor parks can be found here. Historical circumstances caused that currently at the territory of the municipality we can find domiciles of such dynasties: Grabi?ski, Grabowski, Grabski, Walewski or Zawisza. Amongst them we can find the most outstanding ones, e. i. classical palace in Walewice, Neo-Gothic castle in Sobota – a domicile of Sopocki’s family and a birthplace of Zawisza Czarny, a manor house in Borowo – a birthplace of W?adys?aw Grabski, the prime minister of The Second Polish Republic, Secretary of the Treasury and Agriculture, famous for undertaking a currency reform in the interwar period.

Next numerous group of historical buildings are churches. Amongst brick ones there is an example of Gothic-Renaissance temple (in Sobota and Chru?lin), and so called Mazovia Gothic (in Bielawy), inside of which there is e.g. the oldest tombstone made of  sandstone in Mazovia (1462). Wooden, from between 17th -18th centuries, located in Oszkowice, Waliszewo and Sobota.

All of the together with surroundings and equipment are examples of outstanding sacral architecture. In the south-eastern part of the municipality numerous martyrdom places occur, relating to the World War I events, defensive war from September 1939 and guerrilla wars in the occupancy period. As a titbit also agricultural building survived, e.g. granary in Sobota from 18th century. All that constitutes of high touristic values of the Bielawy Municipality.

Bielawy has a good ecological status. Range of moraine and kame hills (on the south) and numerous woodlands protect the municipality against pollutions from ?ód? and Zgierz. Due to the fact that in the municipality there are mainly rural areas, and there are no significant transit traffics, we can hardly find major inner source of air pollution. In the years 2012-2014 in Bielawy areas functioned (accordingly to years) 2, 1, and 1 tourists accommodations.  The revenue from culture and protection of national heritage to the budget of municipality was 0%.

The history of a manor house in Psary

The manor house in Psary was built in 1892 as a gift for earl Mieczys?aw Jan ?ubie?ski and his wife Zofia Maria from Grabi?ski’s family. The manor, with floor area of 747m2, is located in the parcel about 4.8 ha out of which 3.6 ha is occupied by lands decorated with trees, bushes, and ponds. The water system project, which enjoys fishers, was made by a prominent horticulturist, valued creator of garden areas in Poland – Walerian Kronenberga-edne – who lived in years 1859-1934. In his years of glory the manor house changes its purpose repeatedly. Originally the domicile of ?ubie?ski’s dynasty by 1970 was used as a primary school, to which inhabitants of Psary and vicinity attended. While after 1970 offices of fishery establishment were located in the property. The building is built on a three-storey rectangle, topped with a pyramidal Neo-Renaissance roof. We can distinguish the central ground level part, which was surrounded by two multi-storey rysalits finalised with triangular gable. In the back elevation special attention is brought by a beautiful wooden veranda.

Action plan

The direct aim of the project is creating a high-class guesthouse which will contribute to development of tourism on the area of the ?ódzkie Voivodeship and, in particular, the Bielawy Municipality. The manor house will be converted to agritourism purposes, so it will combine elements of history and innovative technology solutions. In the park (about a size of 4.8 ha) there are ponds that suits needs of fishers, which will be stock with fry. Additionally, free areas will be developed into tennis courts and swimming pools.

In the future we also plan to build a helicopter platform. Except from tourist accommodation there will be also a possibility to hire bikes equipment and roller blades, which will work well on district’s cycle paths. Taking the advantage of location in the valley of Morga and Bzura rivers and developed complex of ponds adjacenting to the manor house, there will be created a rental point of pedal boats, boats, canoes, with the possibility of rally organisation. Free time animators will organise kid’s leisure time, who taking the advantage of an extensive park areas will have the opportunity to spend much of their time in open-air. Neighbouring gardens and farmlands will provide fresh products from which patrons of guesthouse might prepare homemade preserves.

Amongst project’s intermediate objectives we will distinguish: enhance the area’s visibility and its touristic value, and improvement of area’s development through enlargement of municipality’s accommodation base, marketing, creating entertainment and relaxation places (tennis courts, swimming pools, SPA), creating place friendly to both families with children, teenagers and the elderly. Running a high-class guesthouse requires employing a number of employees, what will help to reduce regional unemployment and to create several new working places. We will also cooperate with local companies, it will consists of supplying fresh, high quality products and semi-products. Finally, project will contribute to preservation of historical and cultural regional values through rebuilding and modernizing a house manor in Psary. Indispensable redecorating works will be done, both the electrical and water installation, and the inside of a manor house and a park, which will serve potential customers.

The target group and stakeholders of the project will be people who want to relax far  from the city tumult, inhabitants of large urban areas, and nature lovers. Extremely favourable will be district environmental area, where 89 reservations and 7 landscape parks were created. The terrain is characterized by pervasion of lowlands and highlands’ features and presence of Bzura and Morga rivers’ valleys. The entirety supports settlement of variety of animal species, thanks to that the area was covered by a protection program “Natura 2000”, which aims at the endangered species preservation. Moreover, the area has 50 museum branches and 550 cultural institutions, e.i. theatres and music institutions. Taking into consideration that the ?owicki District constitutes sanctuary for three religious communities, currently we can say there is variety of religious relicts, which, with appropriate promotion, may become pilgrimage destination. Taking into consideration the proximity of big cities i.e. ?ód? and ?owicz, with appropriate marketing, we can expect an inflow of foreign tourists who would like to explore Polish culture, landscapes and monuments while spending time in a luxury guesthouse satisfying their requirements of standard.

In the guesthouse there will be also a possibility to organise a variety of celebrations and other events. Innovative technical equipment will allow companies to provide trainings, and a romantic arrangement of the manor house will encourage people to organise wedding receptions and family celebrations.

What for? Maintenance, restoration and construction works at premises and historical areas and complex of buildings and their surroundings;

Reconstruction and modernization of non-historical infrastructure for cultural, artistic education and archive  purposes;

Purchase of durable equipment for cultural activity, including artistic education and execution of maintenance works;

Creation and modernisation of permanent exhibitions;

Protection and preservation of historical gardens and parks;  Maintenance of movable components and historical museum collections, old prints, book collections, library and archive materials, audio-visual collections (including films) – their protection and sharing by digitalization process (digitalization only as an element of infrastructural project);

Objects’ protection from theft and devastation (as an element of infrastructural project);

Reconstruction and modernization of rooms or objects used as a  storehouse.

For who? Cultural institutions (national and co-lead by the minister competent for culture and protection of national heritage), Central Directorate of State Archives and national archives, artistic schools and academies lead and supervised by the minister competent for culture and protection of national heritage, artistic schools lead by local authorities and local authorities for artistic schools, local authorities and cultural institutions organised by local government, non-governmental organisations, churches and religious groups (only to the movable and permanent historical objects), bodies managing objects included in the UNESCO world heritage list, different than above-mentioned.
Financial scope The maximum permitted level of project’s co-financing is 85%.

What for? In the framework of the above-mentioned projects, only as an element of project unanimous with the objective of action VI.2, there may be an execution of:

  • investments connected with purchase of equipment and appliance needed to project’s execution;
  • investments consisting in adapting immediate surroundings practicably linked with executing project;
  • investments relating to cultural heritage and cultural infrastructure (including purchase of equipment and appliance);
  • campaigns which promotes touristic offers.

What for? Under the program you can request for co-financing following types of assignment: 1) Maintenance, restoration  and construction works at premises of monument included at list of monuments planned to co-financing; 2) Maintenance, restoration and construction works at premises included in list of monuments, planned to do in the year of co-financing monuments included in UNESCO list of world heritage and recognized as historic monument (refers to individual and regional records); 3) Maintenance, restoration  and construction works at premises of monument included at list of monuments conducted in 3 years period before the years of filing the application (after executing all works specified in permit issued by the Regional Historical Monuments Conservation Office); 4) Maintenance, restoration and construction works at premises of monument included at list of monuments conducted in 3 years period before the years of filing the application (after executing all works specified in permit issued by the Regional Historical Monuments Conservation Office) monuments included in UNESCO list of world heritage and recognized as historic monument (refers to individual and regional records).
